Humans--and even some mechs--claimed that it was cold, empty, and lonely. As facts stood, yes, space was cold. Vacuums were always cold. It could never be seen as empty, not with the amount of celestial bodies and energy being flung through the vast universe. As for lonely...
Emotion was irrelevant.
Linked the the United States military SATCOM, Soundwave had access to the entire constellation of satilites, and those that they were linked to. From this position, he could easily keep the entire world under surveillance, passive sensors and secondary processors examining each byte of data as it passed through the network. Certain keywords--Autobot and Decepticon were two such words--would bring that particular datastream to the fore of his mind for analysis and tracking. Military chatter had already alerted him to Starscream's presence on this organic planet, which could complicate matters.
Soundwave had not yet discovered the Fifth Circle, but that was simply a matter of time. The other Elite was a hunter, not a spy. Thus, he would surface eventually. The Fourth Circle was either dead, or with Barricade. He did not have the subtlety to suvive this long on his own, particularly without being seen.
But for now, it was a mere waiting game. The Decepticons that he had discovered--not all were as cautious with their communications as the leader--were quiet. They were under close observation, but thus far, they seemed to be merely conversing. It was very nearly time.
